Purpose:

The Senior Customs Compliance Analyst heads all activities of David’s Bridal Import / Export Compliance Program. This individual develops and maintains compliance initiatives, including clearance and HTS classification processes, first sale, and duty payment program. The SCCA forges the company compliance program on record maintenance and audits in accordance with the standards set forth by US Customs and Border Protection (CBP).  The SCCA manages the international movement of product while overseeing the daily operations and activities related to the role. The SCCA serves as primary contact for Customs and other internal or external communication related to David’s compliance and facilitates business partnerships to implement compliance processes and resolve issues.

 Essential Functions:

Engineer the Harmonized Tariff Schedule (HTS) classification for David’s product, both retail and non-retail.  25%

  • Formalize David's paid duty rates based on HST classification expertise.
  • Oversee and manage the Harmonized Tariff Schedule (HTS) classification in David’s and external partners’ computer systems.
  • Analyze/research Merchant and Fillberg Wearing Apparel Description (WAD) sheets and institute/communicate classifications.
  • Educate David’s / Fillberg teams regarding Harmonized Tariff Schedule (HTS) classification, duty rates and best practices

 

Head David’s Antidumping and Countervailing Duties (AD/CVD) determination, intended to protect company from foreign manufacturers and unfairly traded imports. 25%

  • Establish controls ensuring compliance with corporate and Government agency requirements including HST, Country of Origin, Valuation, and other key trade compliance / special trade agreements
  • Manage Customs Compliance import / export for Asia, US, MX, and CA. Prepare and track Export movements including clearance and classification processes, duty drawback, first sale, and duty payment programs

 

Principle contact for US Customs and Border Protection (CBP)CBP; Coordinate activities with CBP, consultants, brokers, and Fillberg – 20%

  • Support external auditors for First Sale, Duty Drawback and Customs Audits
  • Support duty savings programs, including FTA (Free Trade Agreement) and GSP (Generalized System of Preferences)
  • Prepare Customs Request for Information or Notice of Action responses to CF28s and CF29s

 

Execute and ensure compliance to the global trade compliance policy – 15%

  • Create or revise SOPs and Work Instructions as needed.
  • Anticipate regulatory changes related to trade compliance.
  • Provide regulatory interpretation and implementation guidance to impacted geographies and businesses

 

Partner with Supply Chain Team to launch/maintain ‘Duty Engineering’ program with Merchant Team, designed to lower company duty rates through knowledge of product composition and Duty implications – 15%

  • Identify, lead, and implement process improvement opportunities
  • Prepare and file required permits for CBP, Fish and Wildlife, and other essential renewals.
  • Develop and build strong relationships with internal departments involved in import activities

 

Qualifications – Knowledge, Skills & Abilities (Required or Preferred)

Education:  Bachelor’s Degree in Business or related field required

Licenses / Certifications / Training:  Customs Broker License required

Years of related experience:  10+ years

Required Skills & abilities:  Strong knowledge of Customs Compliance, Subject Expert in Harmonized Tariff Schedule, and Customs regulations

Other Requirements:  Proficient in MS Office

  • Ability to communicate promptly and accurately via computer, telephone, or similar device with or without assistive technology
  • Ability to perform sedentary work
  • Ability to travel by car, rail, or air
